Condition assessment and deficiency review

We review the inspection report from the Civil Defence and carry out an independent condition assessment. You receive a clear, prioritised action plan with cost estimates.

Emergency lighting and electrical installations

As an authorised electrical contractor we install emergency lighting systems, socket outlets, RCDs and all other electrical equipment in accordance with applicable standards and civil defence shelter requirements. All work is documented to NEK 400.

Ventilation and overpressure valve

An overpressure valve and ABC filter are core requirements. We inspect, replace and document the ventilation system including filtration, ensuring compliance with current air exchange and overpressure requirements.

Doors, locks and hardware

Civil defence shelter doors are specially constructed to withstand blast pressure. We inspect, adjust and remediate door mechanisms, locks and seals – ensuring doors function correctly and close properly.

Rehabilitation and restoration to standard

Older shelters often require full rehabilitation – new wall and floor finishes, electrical systems and equipment. We plan and execute rehabilitation projects from start to finish, delivering an approved civil defence shelter.

Ongoing service agreements and inspections

Civil defence shelters require regular inspection to maintain approved status. We offer ongoing service agreements with scheduled inspections, maintenance and documentation – so you are always ready for the next Civil Defence visit.

Site visit and quotation

One of our technicians physically inspects the shelter, maps all deficiencies and prepares a detailed quotation with a clear scope and cost estimate.

Remediation and installation

We carry out all works – electrical, mechanical and structural – and coordinate any sub-contractors. You receive regular progress updates.

Documentation and final inspection

All works are documented in accordance with applicable requirements. We assist with the necessary documentation to the Civil Defence and can coordinate the final inspection.

Service agreement and ongoing maintenance

We offer service agreements for ongoing maintenance and inspections, ensuring the shelter remains in approved condition – ready for the next Civil Defence visit.

Frequently asked questions about civil defence shelters

Answers to the most common questions we receive about requirements, responsibilities and the process following an inspection.

When the Civil Defence (Sivilforsvaret) identifies deficiencies during an inspection, the owner receives a written deficiency report with a remediation deadline. The first step is to review the report and understand what is actually required. Contact us as early as possible – we will go through the deficiencies with you, arrange a site visit and prepare a quotation covering all points in the report. We also assist with the documentation back to the Civil Defence once works are complete.
The board of the housing cooperative or apartment association is responsible for ensuring the shelter meets regulatory requirements at all times under the Civil Protection Act. This means the board bears legal responsibility. Many boards are unaware of this responsibility until they receive an inspection notice or deficiency report. We recommend all housing cooperatives and apartment associations with shelters to carry out a proactive condition assessment so they are prepared and avoid costly emergency works.
Costs vary significantly depending on the shelter's size, age and condition. Simple remediation of emergency lighting and minor deficiencies can cost from NOK 15,000–50,000, while full rehabilitation of an older shelter may reach NOK 150,000–500,000 or more for larger buildings. We always provide a fixed-price quotation after a site visit, so you know exactly what you are paying. All prices are exclusive of VAT.
Civil defence shelters must have an emergency lighting system that ensures illumination during power failures, RCDs, a sufficient number of socket outlets and a fixed electrical installation in accordance with NEK 400 and the requirements of the Norwegian Directorate for Civil Protection (DSB). As an authorised electrical contractor we carry out all electrical work and document the installation in compliance with applicable standards.
Municipal shelters follow the same regulations as private ones, but the procurement process is often more formal. Typical process: (1) Condition assessment and inspection report. (2) Specification of requirements and tendering. (3) Remediation and installation. (4) Final inspection and documentation to the Civil Defence. We have experience with public procurement and can adapt documentation and process to the municipality's requirements.
